James O'Neal (1847-1893) was born in Baltimore, MD, became a clerk and enlisted in the United States Army in, or prior to, 1875. While in the Army, O'Neal was stationed at Camp Rucker, Arizona Territory as a member of the infantry, at Fort Lewis, Colorado as a member of the cavalry, at Fort Leavenworth, Kansas as a provost guard at the U.S. Military Prison, and at the Frankford Arsenal, Pennsylvania, and the Indianapolis Arsenal as a member of the Ordnance Department. O'Neal was a private assigned to the Ordnance Department at the time of his death.

The collection consists of unclaimed letters and documents in O'Neal's possession at the time of his death, 12 September 1893, and turned over the Indianapolis Arsenal. Among the items are letters from friends in the military, 1890-1891, and documents regarding his discharge/reenlistment as well as inquiries regarding possible assignments with the Indianapolis and Frankford, Pennsylvania, Arsenals, 1885-1890.
