John Chalfant New was born in Vernon, Jennings County, Indiana on 6 July 1831 to John Bowman New and Mariah Chalfant. He was the Grandson of Jethro New. John C. New studied law at Bethany College in Virginia and graduated in 1851. He married Melissa Beeler in 1854 and had one child, Harry Stewart New (who later became United States Postmaster General). After Melissa's death in 1867, New married Elizabeth R. McRae with whom he had two children.

John C. New was a banker, publisher, and lawyer. He was elected to the Indiana State Senate in 1863 to complete the term of Horatio Cooley Newcomb and held many other political offices. Some of these offices include: United States Treasurer (1875-1876); first assistant Secretary, United States Department of the Treasury (1882-1883); United States Consul General, London, England, (1889-1893); and Republican State Chairman (1880, 1882). New was also active socially and was a member of several fraternal organizations. John C. New passed away 4 June 1906, in Indianapolis, Indiana.
