Frederick L. Carter (1903–71), Jr., the creator of the first scrapbook (1914–17) was born in Indianapolis, Indiana to Feld and Nellie Carter. The 1930 census lists him as being employed as a salesman in a lumber yard.

The collection contains 3 scrapbooks from 1914–1972. They mainly contain newspaper clippings that focused on events during the two World Wars. The bulk of the scrapbooks pertain mostly to the events of the wars, Indiana personalities, the Ohio River flood, and Indianapolis social events from 1914–1942. The collection also contains seven other news clippings from 1926–1977, as well as two photographs. Frederick L. Carter, Jr. is listed on the inside cover of the earliest scrapbook and may have been the owner of the other volumes as well. There are also two unidentified family photographs, ca. 1900.
