HISTORICAL SKETCH

The Church Federation of Indianapolis was formed on 7 June 1912 from a federation of forty of the city's Protestant churches.  The organization traces its origins to the Indianapolis Ministerial Association, which had been formed to keep ministers aware of the community's social and moral issues.  The two groups continued to operate side by side for many years.

Reverend Morton C. Pearson of First Friends Church was selected to be the first executive secretary of the organization, headquartered at the downtown YMCA.  In 1920 Pearson left for Detroit and was replaced by Charles H. Winders from the Downey Avenue Christian Church. Winders remained in the position for four years, then returned to his pastoral work and was succeeded by Ernest Evans, formerly of the Second Reformed Church.  Evans served as executive secretary until his death in the spring of 1939.  Dr. Howard J. Baumgartel from the First Presbyterian Church of Edensburg, Pennsylvania, replaced Evans.  Under Baumgartel's direction the number of member churches increased from 52 to 149.  During this time the Federation was instrumental in the establishment of the Indiana Council of Churches (January 1943) and the National Council of Churches of Christ in the USA (1950).

Baumgartel retired in 1954 and was succeeded by Rev. Laurence T. Hosie from Presbyterian Labor Temple in New York City.  Hosie stressed the participation of local churches in the organization's committee work.  During his years as executive director the Federation invited Billy Graham to come and speak in 1959 and the organization's newsletter, Federation Forecast, went to printed form in November 1963.  Other accomplishments made during this period included a move to new quarters on North Meridian Street (1956), and an end to segregation in churches.  Three programs were launched in the areas of research and planning, TV and radio, and chaplaincy programs for hospitals, courts, and the police and fire departments.  The television puppet show, Time for Timothy (originally Timothy Churchmouse), one of the Federation's most successful programs, came out of the organization's commitment to television ministry.  Timothy debuted in November 1957 under the creative eye of Dr. Alfred A. Edyvean from the communications department at Christian Theological Seminary.

In 1966 Rev. Robert S. Koenig from the Evangelical United Brethren denomination became director of the Church Federation.  Koenig’s accomplishments included the simplification of the organization’s “unit” (formerly division) structure, the inclusion of the Roman Catholic Archdiocese in the membership, and work to better serve the poor and minorities.  A major accomplishment of the Church Federation during this time was the formation of H.O.M.E (Housing Opportunities Multiplied Ecumenically) in November 1967.  An ecumenical program providing housing units for low-income families, the name was later changed to Interfaith Housing, Inc.

In 1973 United Methodist Layman, Paul McClure became the Federation's Executive Director.  Under McClure, the Federation extended its membership to non-Protestant denominations including Roman Catholics, Eastern Orthodox, Pentecostal, and independent congregations.  Other advances were made in the areas of race relations, assistance to the poor, and chaplaincy.  In 1992 McClure was succeeded by Rev. Dr. Angelique Walker-Smith, who continues to serve as the Federation's Executive Director into the 21st century.   Dr. Walker-Smith's administration has tackled such community issues as police-action shootings, family relationships, especially in Center Township, and a clergy ID badge system.

SCOPE AND CONTENT NOTE

The records of the Church Federation of Greater Indianapolis are divided into 10 series:

Series 1 (boxes 1–20) contains minutes of the executive committee, 1913–86, and the board of directors, 1948–91.  Other items in this series include executive director reports, 1940–74, and board of director's files and correspondence, 1970s–80s.

Series 2 (boxes 21–23) contains the organization's annual reports and meeting information.  Included are materials from annual meetings, 1974–88, plus minutes, and materials relating to compilation of annual reports, 1953–71.

Series 3 (boxes 24–50) includes records of the Federation's many and diverse committee and units, 1920–91.  Among the interests represented are: Comity Committee, 1920–66; Social Service Committee/Unit, 1940–67; Indiana Council of Churches, 1966–72; Membership/Development Committee, 1966–89; Urban Affairs Unit, 1969–83; Denominational Concerns Commission/Unit, 1965–82; Communications Unit, 1965–90; Research and Planning Division, 1961–71; and the Nominating Committee, 1972–87.

Series 4 (boxes 51–88) contains materials relating to the Church Federation sponsored programs for church and community, 1951–92.  The organization's programs include:  Vacation Church School, 1958–67; H.O.M.E. and housing programs, 1966–91; Chaplaincy Program, 1960–87; Greater Indianapolis Evangelistic Mission, 1952–53; Special Ministries, 1966–74; Television, 1961–90; Metro Center, 1977–95; and Week of Prayer, 1967–93.

Series 5 (boxes 89–117) consists of materials documenting the Church Federation's involvement in community related issues and organizations, 1886–1992.  Among the issues are files involving:  race relations, 1927–69; Indianapolis school desegregation, 1974–77; Interchurch Center, 1962–87; files on various religious denominations, 1960s–1980s; child and day care, 1969–74; Program for Independent Living (senior citizen assisted living), 1974–81; and Volunteers for Homebound Seniors, 1975–80.  Also included in this series are the minutes and records for the (Indianapolis) Ministerial Association, 1886–1970.

Series 6 (boxes 118–138) contains the Federation’s financial records, 1926–92.  Records include minutes and reports of the Finance Committee, 1926–92; Contingency Fund minutes, 1979–91; budget material and information, 1964–90; audit reports, 1941–90; and financial reports and records, 1955–92.

Series 7 (boxes 139–157) encompasses the Federation's publications and public relations materials, 1915–93.  Publications include the organization's newsletter, Federation Forecast, 1946–91, and predecessor titles such as Federated Church News, 1925–45, News of the Church Federation of Indianapolis, 1944–45, and Federation News, 1949–51; Federation produced brochures on a variety of topics including world peace and Christian unity, 1932–92; Pastor's News-Notes, 1980–91; and directories of member churches and ministers, 1932–94.  Also included in this series are materials regarding the organization's relations with various forms of media and public relations such as news releases, 1954–84, television and radio programs, 1953–91; published information regarding public programs and positions on community issues, 1915–84; and newspaper clippings regarding the Federation, 1928–72.  There are also 3 boxes of photographs and ten boxes of slides regarding the organization’s activities.  The photographs include images of clergy and other individuals, meetings, and religious activities. Also included are photographs from the Federationist newsletter.

Series 8 (box 159–box 168, folder 15) documents the Federation's most popular television program, Time for Timothy, 1959–89.  Included are records regarding the show's programming, budget, syndication and publicity, 1959–89, as well as the show's scripts arranged by tape number but including the title of the episode.  There also are media format videocassettes and two-inch ribbon tapes of episodes.  These are stored with visual materials.  Because of the format restrictions, the videocassettes and ribbon tapes are not available for public use at this time.

Series 9 (box 168, folder 16–box 188, folder 3) contains general operations office files held by the Federation, 1913–97, and deal with various aspects of the organization's relationship to groups and individuals.  Areas included are: denominational interests, 1955–79; Federation sponsored committees/units such as Communications, Congregational Concerns, and Personnel, 1966–86; social programs and events, 1944–92; church council meetings, 1949–90; information on past presidents and directors, 1934–85; and meetings, reports, and activities, 1919–97.

Series 10 (box 188, folder 4–box 190) consists of administrative and historical materials, 1910–92.  Items include constitutions and by–laws, 1916–90; mission statement, 1989–90s; general historical material, 1910–49; and Federation anniversaries, 1962–2002.
