
Public Square began to take on its modern form in 1918 with the completion of
the Hotel Cleveland, the large building at the right, on the west side of the
square. This view looks south toward the Cuyahoga River and the industrial flats
area, which was about eighty-five feet below Public Square. With the exception
of the hotel and a few riverfront buildings, every structure in this view was
cleared away for the Terminal Tower and Cleveland Union Terminal development.
