The Tower City Center project involved creation of a major shopping mall and substantial
improvement of the light- and heavy-rail transit that already served the former
terminal. In the former Traction Concourse area of Cleveland Union Terminal, two
levels of retail stores now exist where only one did before. Removing the floor
above the transit facilities made them much more accessible and attractive, and
it better integrated them with the rest of the terminal complex. (Jeffrey T. Darbee)
