William Earl Wilson was born on 1 March 1896 in Scott County, Indiana. He was educated at Hanover College and graduated in 1920, becoming a teacher and administrator. Wilson was elected Superintendent of Public Instruction and served from 1959–1967. He also taught at Indiana University’s Southeastern Center. From 1967–1971 Wilson served as the Director of Manuscripts Acquisitions at the Indiana Historical Society. He died in 1971.

The collection consists primarily of research papers on Clark, Jefferson, and Scott counties in Indiana written by students of William E. Wilson enrolled in his course entitled “Research in Education.” Along with county histories, the reports contain pencil sketches of buildings, churches, schools, and businesses, as well as some suggested activities for schoolteachers.
Folder 1 contains a paper written on Clark County’s earliest inhabitants, townships, and geological features.
Folder 2 contains the “Field Examiner’s Report of the State Superintendent of Public Instruction.” William E. Wilson served as the State Superintendent of Public Instruction in from 1959–1967, and this report outlines the results of the examination of that particular office’s accounts from 1963–1966.
Folders 3–5 relate to Jefferson County and contain a paper (perhaps written by William E. Wilson) regarding the county’s earliest inhabitants, pioneers, transportation, schools, newspapers, businesses, libraries, and the influence of the Ohio River.
Folders 6–11 include student papers and sketches on the history of Scott County’s geology, towns, churches, schools, libraries, agriculture, industry, and inhabitants.
